 note = {When Itsuaki Hatsukade became the director of the Chiba Prefectural Library in 1930, he believed that establishing a library in a community would lead to the rehabilitation of rural areas, that is, regional development. As a measure to promote the library of the prefectural library, a loan library was implemented with the aim of providing knowledge useful to the community, which was to deepen knowledge about libraries by establishing reading groups and cultural groups in the region and allowing them to use the loan library, and to serve as the
